Zeya was designed by ISS Reshetnev. The payload is developed by the Military Academy Alexander Mojaisky at the request of the Space Forces of the Russian Federation. It is a demonstrator of navigation and control technologies, it has also served as an amateur radio satellite. The equipment included communication technologies, a GPS and GLONASS receiver and a laser retro-reflector. It is named after the Zeya River, which flows near the Svobodniy Cosmodrome.
