Cosmos 1985 is a satellite of the Koltso constellation. The Koltso satellites were an enlarged version of the Taifun-2 radar calibration satellites.

Kosltso was a third-generation system with a more accurate pointing system and a larger amount of up to 36 Romb subsatellites. It was designed to test elements of the Moscow air defence system.
