The design for this spacecraft was based on the Almaz crewed orbital station (Salyut 2, 3, 5) with docking ports and some environmental controls removed. It was equipped with a 3GHz S-band Synthetic Aperture Radar. It was to store data on a tape and downlinked it via the Luch GEO satellite.
