Vibrations in the rocket caused separation of an electrical relay shortly after liftoff, which later resulted in the command to initiate stage separation failing to go through. Unable to stage, the rocket lost control at T+131.7s and crashed.

The design for this spacecraft was based on the Almaz crewed orbital station (Salyut 2, 3, 5) with docking ports and some environmental controls removed. It was equipped with a 3GHz S-band Synthetic Aperture Radar. It was to store data on a tape and downlinked it via the Luch GEO satellite.
